It’s easy. Anything south of Albany is downstate.   Except Binghamton.  That’s southern tier

I do understand the affection for the regional labels and I would never imply that there aren’t differences but I’m afraid I have to go with the metro area definition. The five boroughs, LI, Westchester and Rockland can be called downstate and the whole rest of NYS is upstate. CNY, the Catskills, the Adirondacks and the capital district may be unique in ways but they are all part of upstate.

You have your New Yorks:

New York City
New York State

But New York City is PART of New York State. So what is the part of New York State that is not New York City? It's Upstate.  Everything outside of the DMA.

DEC uses the Thruway to designate between Northern and Southern hunting zones. That's my story and this CNYer is sticking to it!

This is particularly funny because the NYS Thruway I use only goes north and south.

I’m north of 84 (just), but I don’t consider myself upstate.  

I’m gonna throw a new one in.  Upstate is anything north of the Metro North Railroad (NYC commuter) line (i.e. Pok).  Of course, Dover never birthed anything but a bunch of inbred hicks, so I might have to re-evaluate that some more.
