What does ethics have to do with buying a green card? That was the main part of the deal.
If you believe there is a market for Green cards at $500K a pop then I suggest you set up a business taking foreigners money and recruiting homeless people for minimum wadge jobs while you rake in the dough offering your "investors" nothing back but the ability to apply for a green card under EB5.

If all investors wanted was a green card why are they concerned about getting paid back?
In this case it seems some investors are not happy because they wanted to maintain partial ownership in the project.
Based on principles I am not in favor of EB5 but I can certainly see that it is a good vehicle for getting funding for projects in depressed areas and if those projects are going to be sustainable they need to also be good investments.
You may not see it that way, but that's how I see it.
