I was on Mauna Kea today and saw some locals having some Hawai'ian snow fun on their boogie boards. This is the true summit at 13,796 ft.

One of the dozen observatories up there - shot with my phone, so you may not be able to see the ski and snowboard tracks.

I drove from the west side of the island, Waikaloa Beach, but I'd say 45 mins from Hilo to the Visitor Center at 9,100 ft.  You'll need to spend some time there before going up to the top to acclimate to the altitude.  Even when it looks like it's cloudy from below (especially on the rainy east side of the island), the upper mountain usually is above the clouds unless there's a real storm.
