Jeff, for me this is the most interesting thread in the forum right now. I like reading what other people think about it and chiming in with my 2 cents.

However, you talk about it as if it is a viable option that is being discussed by ORDA and DEC and to the best of my knowledge it is not. I think both agencies like things the way they are and I agree.

HPD, I agree that it's an interesting topic and I'm glad that a lot of different views have been expressed.

You're right, we should be perfectly clear:  this is not a proposal that is currently being discussed.
