Does this joke offend you?

Nah. Doesn't offend me, but not a great joke.

Switch the black and the white guy at the end and it becomes pretty racist. Is that what you are going for?

There is really smart racial comedy (Chapelle, Rock, Key & Peele) and there is dumb racial comedy (throwing a guy off a roof with no subtext or backstory).

Also, gotta be careful about punching down as opposed to punching up. Even if the joke finished with throwing Kanye West (or Trump) off the building for "all the people", that would be fine (because you're picking on an entitled douchebag). But just a random dude? Nah.Not offensive to me (in the setup you presented), but not really funny.

Not at all! Louis CK does great racial humor!

And everyone loved In Living Color.

And if I've learned anything, it's that people get offended at the dumbest shit (like some football players kneeling for the flag). Good luck telling those offended people that their pet peeves "shouldn't offend anybody".
