Based on the lack of snow, I'd have to think this is true. I've never been to Gore when the Ski Bowl was open. If I was local though, you'd be sure I'd be skiing it (lifts or no) if there was a big dump.
Sometimes (often) 80 inches of snow, that has seen no traffic, will ski better than 150 that has been hammered.
My first time in the trees at the bowl was awesome, and there were maybe 50 skiers, basically all locals except me:

Thin maybe, but awesome. The bowl seems to stay naturally clear without too much lopper action too.
Some of that skiing will be trashed by the new lift alignment, and the high speed lift will probably increase traffic.
I've learned that if you treat local skiers with respect and ask nicely, you get to ski a lot of untracked lines.
